Westerley Day 2008

The Westerley Homeowners Association is pleased to announce Westerley Day 2008.

The fun filled event will take place on Saturday, July 12 from 11 am to 3 pm at the Westerley pool.

We will have pizza, soft drinks, water, and snow cones. There will be two water slides for the kids as well as a dj for music and coordinating pool activities.

This event is open to Westerley residents only.

Water Restrictions Lifted

Reminder: Pet waste

Reminder: Loudoun County ordinance requires cleaning up pet waste. Pet waste bags and trash receptacles are located in the common areas along Augusta Drive.

CHAPTER 612
DOGS AND OTHER ANIMALS

  1. 612.19 OTHER UNLAWFUL ACTS
    1. The following shall be deemed unlawful acts and constitute Class Four misdemeanors.
      1. Dog waste. For the owner of any dog to fail to remove immediately the dog's feces from any property that is located: In any residential subdivision; or, adjacent to such residential subdivision, except; No action shall be brought under this paragraph for failure of a dog owner to remove the dog's feces from the premises of the dog owner, notwithstanding any contrary provision of law. This exception shall not apply to the common areas of a homeowner's association, condominium or apartment complex. (Ord. 88-18. Passed 12-19-88.)

                Complaints of violations of subsections (5), (6), and (9) shall be investigated by the Department or any law enforcement officer. If, after notification by the investigating officer, any person owning, possessing or harboring a dog or companion animal which is the source of such complaint fails to correct the condition complained of within a reasonable period of time, a summons for a violation of paragraph (5) or (6) or (9) hereof shall be issued to such a person.

Preparing Westerley for Spring '08

Westerley entranceDear Neighbors,

It's early November and we're preparing Westerley for spring 2008!

At the entrance, the gardeners from RCS Landscaping (703-779-2332) cut back all of the summer cannas and cleared from in front of the Westerley sign so it will be easier to read.  190 pansies were planted.  Underneath the pansies, 1,000 tulip bulbs were planted.

Also, 900 tulips and 70 pansies were planted at the pool.

Look for a beautiful display in April 2008!

A note about the turf:  our landscape management company Palmer Lawn and Maintenance (703-327-1600) has finished aerating and overseeding.  Let's hope for lots of rain in the coming months.

Mandatory Water Use Restrictions

The Loudoun County Board of Supervisors has approved mandatory water use restrictions. A few highlights:

  • Watering except from watering cans. New plantings after September 1 may be watered an even-odd schedule, but this does not cover over-seeding of existing turf.
  • Washing cars except from a 3-gallon (or less) bucket or at a commercial car wash.
  • Washing outdoor surfaces except from a 3-gallon bucket
  • Operating ornamental fountains

Update 2007/10/11: The company that waters our community's common grounds has received a waiver, so they will be able to continue watering the common areas.

Neighborhood Watch Information 7pm Sept. 18 @ Dominion High School

NEIGHBORHOOD WATCH

Deputy Specialist Jason Leydig attended the 7/18 HOA meeting and provided some information on the Neighborhood Watch program.  The Westerley entered into a Neighborhood Watch program several years ago, but it wasn't kept up by the Communty.  The Board is trying to revive that effort.  Following is information supplied by Deputy Specialist Leydig:

A Neighborhood Watch is neighbors helping neighbors.  They are extra eyes and ears for reporting crime and helping neighbors.  Members meet their neighbors, learn how to make their homes more secure, watch out for each other and the neighborhood, and report activity that raises their suspicions to the police or sheriff's office.

BE ON THE LOOKOUT FOR THE FOLLOWING:

- Someone screaming or shouting for help.
- Someone looking in windows of houses and parked cars.
- Property being taken out of houses where no one is at home.
- Cars, vans, or trucks moving slowly with no apparent destination or without lights.
- Anyone being forced into a vehicle.
- A stranger sitting in a car or stopping to talk to a child.

An additional example Deputy Specialist Leydig provided was calling in suspicious vehicles that have never before been seen in the neighborhood that have out of state tags or look suspicious in some manner.

INFORMATION FROM LOUDOUN COUNTY SHERIFF'S DEPUTY

Deputy Jose Giron attended the 5/21 HOA meeting and answered questions residents had regarding safety and traffic within the Westerley community.  Here are highlights from that discussion:

Deputy Giron provided his contact information so that residents may call him if they need to:

- Report a car being illegally parked in the community (parked in a fire lane, too close to an intersection, blocking a driveway).

- Report a car parked in the community (on the street, not in a driveway) with expired plates.

- Report a car that continually runs stop signs or speeds along the streets in the community.  You will need to provide a description of the car and times of day or night that it usually does this.

Deputy Giron also encouraged residents to call the Sheriff's office to request "house checks" if they plan on leaving town for any length of time.  The resident will need to state who has access to the house during the time they are away, what lights they will be leaving on, etc.  A squad car will periodically drive by to see if anything looks suspicious from the outside, based on the information provided, while the resident is out of town.

TWO ADDITIONAL DAYS FOR POOL PASSES

The Pool Committee scheduled a number of days over the past couple of months when residents could come to the pool house and obtain pool passes.  However, two additional dates have been scheduled.  THESE WILL BE THE LAST DATES THAT POOL PASSES MAY BE ISSUED:

Monday, 7/2 from 7:00 pm to 8:00 pm
Wednesday, 8/1 from 7:00 pm to 8:00 pm

Bring all persons needing pool passes.  ALL adults need photo id and proof of Westerley residence.

STERLING POLICE DEPUTY WILL BE AT NEXT HOA MEETING

Deputy Jose Diron will be attending the 5/21 Westerley HOA meeting at Dominion High School.  The Board requested his presence at a meeting to discuss safety and traffic issues in the community.  All residents are encouraged to attend the meeting to voice their concerns and gain any insight the Deputy may have on reducing vandalism and improving traffic and possibly parking in the community. 

COMMUNITY RECYCLING

Trash Away will pick up recyclables curbside on Tuesdays in a Trash Away recycling container.  Call Trash Away at 703-838-9010 if you need a recyclables container or would like an additional one for extra recycling.  Please rinse all container items before recycling.

Items Trash Away recycles curbside:

-Plastics with a "1" or a "2" printed on them (includes detergent containers, water bottles, soda bottles, peanut butter jars, etc.). 
 
-Aluminum cans & food containers
 
-Newspapers & Magazines
 
In addition, Park View High School in Sterling has a recylcing center that is open during daylight hours 7 days a week.  The website is: http://www.sterlingfoundation.org/RecycleRoot.html.  From Westerley on Route 7, take Sterling Blvd and turn Right on Laurel Avenue.  At the second stop sign, turn left to the School Bus parking lot and you will see the recycling bins.  Look for the green recycle signs to direct you to the recycle center. 

You may be able to reduce your volume of curbside trash by taking cardboard, paperboard, and most other household papers (including shredded documents) to the Park View recycling center.  Paperboard includes items such as toilet paper & paper towel rolls, pasta & cereal boxes, and even some toy packaging.  Keep an extra plastic bin in your garage to toss your recycleables in and stop at the High School at your convenience!

Street Sweeping Notice

Please be advised that street sweeping in the Westerley Community is scheduled for Monday, April 23, starting first thing in the morning.  If it happens to rain on Sunday evening, the street sweeping will be pushed to the following day (Tuesday).  Please try not to have cars parked on the streets that day.

Uncollected Newspapers in the Streets

The Westerley Community has been having a problem with residents not picking up newspapers that are left on their driveways or in front of their homes.  This is causing a trash issue on the streets and in the community overall, and it will be an added expense to the community to hire someone to clean it up.  All residents are being asked to PICK UP NEWSPAPERS that are in front of their homes, regardless if they are papers for which you subscribe.  Everyone's assistance is greatly appreciated and will keep the community's clean-up expenses down!   (To be removed from the circulation lists, send an email to each of the following with your delivery address requesting cancellation:  willg@observernews.com, and circulation@timespapers.com.)

Notice of Annual Meeting

NOTICE OF DATE CHANGE:  The Westerley Wire listed the annual meeting date as January 22.  The annual meeting has been moved to the following Monday, January 29.

The Westerley Homeowners' Association's annual meeting is scheduled for January 29 at 7:00 at Dominion High School.  During this meeting a financial recap of the past year will be provided, new board members will be elected (three board members' terms are expiring), and highlights of 2006 as well as challenges for 2007 will also be discussed.  Residents are encouraged to attend.  The meeting may not commence nor can any action be taken unless we have a quorum in person or by proxy representing ten percent (10%) or more of the Lot Owners.  If you are unable to attend the annual meeting, please be sure to execute and send back the proxy that is being sent to you via USPS.

Reminders

- The Board has received numerous complaints from residents about trash and newspapers that blow around the community.  SHOPPING BAGS SHOULD NOT BE USED TO SECURE TRASH.  If trash is not secured or newspapers are not picked up by the residents, the items blow around the community yards and streets and the WHOA has to pay a company to clean it up.  This is an added expense for the community.  Please secure trash properly, and please pick up newspapers that are left on driveways or in yards.

- There have been some complaints regarding dogs urinating on neighbors lawns.  Please understand that this causes grass to die leaving yellow spots on lawns.  Please be considerate of your fellow neighbors and only have your dogs perform their business in common areas.

- Please remember to pickup your dog's dooty.  This is a County Law.  Thanks........

- There have been reports of children playing in the streets of our community.  Please have them move those activities off the street.  There is vehicle traffic that moves through these roads posing a danger to kids who play there.    

- Residents are encouraged to consult The Westerley Homeowners' Association Design Guidelines for any type of external modifications they wish to make.  This will ensure the modifications are within the guidelines and will therefore not cause issues later, especially if the residences are subsequently placed on the market.



TREE REMOVAL FROM WESTERLEY
 
As a reminder to all Westerley residents, if you intend to remove any trees from your property, you must submit an application to the Westerley Board notifying them of this intent and the reason for it.  This applies to any and all trees, in front or back yards. 
 
In addition, many Westerley properties have a Loudoun County Tree Save easement.  No trees may be removed from the Tree Save area without direct approval from the county, and in most cases the county will only work with you to remove trees which are deemed dead by the county inspector.
 
It is your responsibility as a homeowner to identify whether you have Tree Save easement on your property or not.  The County PLATT file you received upon purchase of your home would have this information, or you can contact Loudoun County directly.
 
Trees help shade and protect our community.  Tree cutters will solicit your business without knowing the rules.  Do your part to keep our community cool and green!

Snow Removal for Upcoming Winter Season

Snow season is approaching.  This is a reminder that residents are responsible for snow removal on the sidewalks and driveways on their properties.  This includes the sidewalks that run parallel with the streets in front of their properties.  This is a Loudoun County ordinance, and violators may be fined by the County.  The County periodically checks to ensure compliance. 

Pool is Now Open 7 Days

AAA Trash & Recycling Bin Pick Up

Any containers missed during the pick up from AAA should be brought to the Pool House parking lot on Friday, July 15th for pick up on the following Saturday. Please do not bring them over to the lot early unless you will be out of town and have no other way to get the containers there on Friday.

Please note – this is not this weekend! PLEASE DO NOT BRING ANY CONTAINERS TO THE LOT THIS WEEKEND DUE TO WESTERLEY DAY!

Containers must be empty – place any trash or recycling material in your new black Trash Away containers.

Reminder – effective right now, new schedule is Tuesdays for trash & recycling pick up and Fridays for trash only. We do not plan on any changes in this schedule any time soon. Please email the Board (board@westerley.org) with any feedback (good or bad) about the new hauler.

Container Swap

  1. Put ALL containers out you have from AAA (recycling and trash) this Thursday Night – do this NOW if you won’t be home Thursday.
  2. AAA will pick them up Friday.
  3. Our new hauler is Trash Away; they will deliver new recycling and trash containers on Friday (previously scheduled for Saturday; changed to Friday).

New Schedule Starts NEXT WEEK!

  1. Each Tuesday – Trash, Recycling, and Yard Waste will be collected
  2. Each Friday – Trash will be collected.

Start using your new Trash Away containers as soon as they arrive. AAA’s last pickups are THIS WEEK.

 

We felt AAA was not providing us good service and a change was in order. By the time they were willing to discuss this matter we’d already moved on to a new hauler. After much negotiating by the Board (and more specially, Robin Suomi) we were issued a service credit of $1600. This is 4 times their original offer of compensating us for the lousy service we had during 2005.

Phone Problems Close the Pool

Unfortunately, when the pool was opened on Saturday (5/28) the phone line was found to not be working. The phone was setup to be turned on, and in fact was used by our volunteers earlier in the week while making pool passes as well as during the CPI inspection. The earliest Verizon can come out to troubleshoot the line is Thursday. This means we may in fact be closed until Friday.

Westerley Day – July 9th

The Board is pleased to announce Westerley Day 2005. We’re setting up an event at our pool for Saturday July 9 from 11 AM to 3 PM. This is going to be much more significant than our previous pizza parties at the pool. We’re really focusing on fun things for kids to do and food. Our initial plan is for a “moon bounce” and face painting for the kids and soliciting food from area businesses. Also, we’ve been in contact with the Sterling Fire and Rescue about having them visit and show off their equipment and maybe share some safety information.

 

Consider this a “save the date” more than a formal invitation as we’ll provide more details as they become available.

As you may know, the Office of Solid Waste Management regulates solid waste and recycling collection under County ordinances.  The Office recently received several complaints from residents concerning recycling collection in Eastern Loudoun County.  In responding to these complaints, we have been in contact with the solid waste collection company (AAA Trash and Recycling), as well as complainants whose collection is paid through individual subscription or are members of the Westerley Homeowners’ Association, and representatives from the Westerley Homeowners’ Association.

Mowing Season is Here!

Lawn and Mulch Bed Care

The lawn mowing season is upon us and we want to take this opportunity to remind everyone that all homes within Westerley must be kept up to the HOA standards.

 

Some observations during a recent survey show that the following items must be addressed by many homes to make our landscape beautiful and add to our pride in Westerley.

 

  • Lawns must be treated to control weeds.
  • Fertilizer should be applied to promote growth of a healthy lawn.
  • Periodically add a layer of compost and then seed to make a lush, thick lawn.
  • Weekly mowing makes a huge difference in the way your lawn looks and is recommended for optimum lawn care.
  • Edging and mulching of landscape beds promotes growth, health and a cared-for look.
  • Trees need pruning of unshapely branches and need a large, well-edged and mulched bed around them.
  • Weeds along sides of house must be eliminated and replaced with grass that is kept trim.
  • After mowing, grass on sidewalk should be swept or blown away.
  • A homeowner's curb strips are his or her responsibility even though Palmer Landscaping edges them periodically - please take care of your curb strips!

 

If you are unable to keep on top of these items you need to consider hiring a company to mow, landscape, and/or treat your lawn!

Townhouse Tree Alert – Bradford Pears

Many of our townhouses have Bradford Pears planted in the front.  As the Washington Post's Joel Lerner says, great care must be taken to give the Bradfords correct and early-on pruning.  They grow to a huge size - see the ones on Route 7 in front of Westerley. These are only 8-10 years old.  It is essential that Bradfords be controlled as much as possible for longevity and good health. Pruning every three to four years will keep the wind blowing through them, reducing the chance of problems.

 

Hungry Deer Alert

There are many deer running through Westerley – try using plantings that deer are not interested in eating. Deer generally do not eat plants that have sticky or hairy leaves, thick, leathery foliage, medicinal uses, or a mint or lemon fragrance.

Trash Update....Again

AAA will provide service through June, 2005 picking up trash on Monday and Thursday, Recycling on Friday, and Yard Waste on Wednesday. The last recycle pick up is Friday June 24th, the last yard waste pickup will be on Wednesday June 29th, and the last Trash pick up will be Thursday June 30th. All AAA trash and recycling containers must be place outside your home Thursday evening, June 30th for pick up on Friday.

 

Trash Away is our new hauler and will be delivering new recycling bins and trash cans on Saturday July 2nd. Please bring them inside over the weekend and begin using them.

 

Trash Away pickups will start on Tuesday, July 5th. Trash & Recycling (including yard waste) will be picked up every Tuesday. Each Friday there will be a trash only pickup as well. Please note, the trash and recycling are sometimes picked up by the same truck, but they are separated. Wet newspaper is always trashed, as the County will not recycle wet paper.

Two Street Signs Down

There are two street signs that have fallen in the past months. Centex is sending out someone to fix it. This was supposed to happen over the past few weeks, but their subcontractor has not shown up to date. We were told today they'll send out a different person to take care of the problem.

Street Sweeping Issues

The contractor came on Thursday to sweep the streets at around 1:00 PM, just as it started to rain. There was confusion on the rain date, so no announcement was made. We are not happy with the results and we'll work with the contractor to ensure we're satisfied with the job.

URGENT - Street Sweep this Thursday

Please park your cars in your driveways and in your garages this Thursday so our streets are swept as well as possible. Also, please leave trash cans off the streets if possible and consider saving large amounts of trash until Monday’s pick up. The fewer obstacles present the better our contractor will do.

 

This affects all areas – townhouses and single family areas – all of Westerley will be swept this Thursday.

 

Please make a point to tell your neighbors about this – not everyone is on the email list or the web. We can send you a flyer if you’d like to help out by placing them on car windshields on Wednesday afternoon/evening.

Merging with Richland Forest?

This is an idea the Board of Westerley would like to pursue. We are actively seeking a meeting to discuss this idea with members of Richland Forest. Some reasons we’d like to look into this idea include:

  • Economies of Scale – we think we can save money together by spreading out management, legal, accounting and others fees amongst more homeowners.
  • Better Utilize the Pool – our pool is very underutilized by our residents and we cannot feasibly sell memberships. By joining together with RFHOA we’ll share access to the pool and spread the costs out over more owners.
  • More Volunteers – Westerley has exactly 7 regular volunteers out of 313 homes. Adding RFHOA and WHOA volunteers together would help greatly increase our number volunteers. More volunteers not only spreads the workload, but increases the population we’re serving making each hour even more worthwhile.
  • We’re Better Together – When going to the County or State with issues, we are more voters together.
  • We’re Both Still Under Bond – This is a common issue between our geographically connected HOAs – let’s work together with Centex to get off of bond smartly, effectively, and efficiently.
  • WHOA is Great Financial Shape – We’re in great shape today and we’ll let any auditor verify this fact. This was not always the case, but is so now.

 

We’ve invited some interested owners from RFHOA to our Board meeting in April to discuss this issue. Please, email us or attend if you are very much for or against this idea. If you’re not sure and want to hear more, please attend the April meeting.

Trash & Recycling Service Notice

We are very frustrated with the service AAA has been providing over the past few weeks. We’ve been told this trouble is the result of routine route maintenance and should be rectified soon. We were also told they would do a pick up this past weekend (4/2) but that did not happen. We expect trash pickups to resume on Monday 4/4 and remain on a Monday and Thursday pick up schedule. Recycling is apparently going to be picked up on Friday from now on, although we have not received official notice of a day change.


Please do not email or call the Board at this point about this issue. Direct all calls to AAA (703-818-8222) – let them know how you feel! We already have by terminating our contract with them. We expect our new hauler to begin service in Westerley on or about July 1, 2005.

New Contractor to Begin Hauling Westerley Trash

Our residents have complained about AAA’s customer service, and despite our numerous attempts to rectify this situation, we’ve been unable to do so. On March 1, 2005 we terminated our contract with AAA. The new company should be starting this June, and we’ll be sending a separate mailing discussing our new hauler and the transition plan. Highlights of our new contract include two pick ups per week (trash and recycling one day, just trash on the second day) and collection in the early morning/afternoon hours.

2005 Pool Season!

The pool is going to open on Saturday, May 28, 2005 – we’re all looking forward to another great season. Please note, our pool committee is down to one member and we need some volunteers to make pool passes for new residents and those who have lost them. Just as last year, the pool will be open everyday except Tuesday. The hours will be 10 AM to 8 PM except on school days, on which our hours will be 4 PM to 8 PM. The pool will close for the season on September 5, 2005. Once again, Continental Pools will be running our operations, if you have any concerns please email the board.

Financial Update

Our last Fiscal Year ended July 31, 2004. We ended the year in great shape, completing our 3.5 year recovery plan. In short, there is really nothing but good news to report. Some highlights:

 

  • Our cumulative owner’s equity account is at $22,816 – last year this account had a deficit balance of $15,348. Two years ago this deficit was nearly six digits!
  • We operated at a surplus $43,559 for FY 2004 allowing us to wipe our deficit.
  • Our Assessments Receivable was reduced nearly 50% for the second straight year. Over the past three years this number has been reduced from approximately $18,000 down to just over $3,000 at the end of FY 2004. We expect this trend to continue in FY 2005.
  • Our reserves are no longer just journal entries; we have actual CDs earning interest! Each month transfers meeting or exceeding our reserve requirements are made to money market accounts and CDs.

The one strain on our FY 2006 budget will be reserves. In late 2004, we conducted an updated reserve study that showed we need to up our contributions in a few areas. Full details of this report will be posted on www.westerley.org once it’s finalized.

Snow Removal

Centex will be taking care of snow removal for all of Westerley, Augusta Drive and Richland Forest. There contractor is TCMS and they have dumped a pile of sand in the pool parking lot until the snow season is complete.

The only street not serviced by Centex/TCMS is Northbrook Way. That is Christopher Companies area and they must plow this one street until they are released from bond.

This is to remind you that they do not push until it has reached 2". It is also each homeowners responsibility to remove the snow from the sidewalk in front of their homes and clear the area for the mailman. They try not to push the snow against the storm drains but it does happen sometimes. They also have a hard time the town section because everyone parks in the streets.

Annual Meeting and Proxy Voting

Some December Meeting Topics

Financial Matters - We''''ve received back our draft FY 04 audit and our new reserve study. Both of these reports contain very important information. Both are still drafts and we''''ll report in full on these at the Annual Meeting this January. A quick summary though - the good news on the draft audit is that it shows that we''''ve completed our "recovery" plan (a full year and half earlier than planned) and we''''re in the black both on our income statement and balance sheet. In the past couple of years we''''ve turned a nearly six digit negative equity situation into a modest positive equity value for all owners. While some of this was accomplished through accounting changes, most was due to prudent spending and good collections. We''''ve fully funded our reserves in accordance with our prior reserve study.

On the reserve study draft, it''''s not as good. While we''''ve fully funded our reserves the past few years, it appears that our reserves will not be sufficient to meet future anticipated capital expenditures. We have some open questions still that the firm that conducted the study will be at our meeting tomorrow to discuss. In short, we need to put more money into our reserves. The good news is that we are **probably** in a situation where we can do so without significantly raising assessments. I caution that we''''ve not completed our FY 2006 budget yet so it''''s premature to say this for sure. The impact of the study on FY 2006''''s budget will be a topic of discussion at tomorrow''''s meeting.

Loudoun County Sheriff’s Office Presentation - The Loudoun County Sheriff''''s Office (LCSO) is sending a representative to the meeting to discuss a letter the board sent to the LCSO. In short, due to some problems we''''ve had this past year we''''ve requested the LCSO to patrol our private (HOA private) townhouse streets as they would any publicly owned streets. This, in conjunction with our neighborhood watch program is aimed to keep our community free of crime and vandalism.

Trash and Snow Rules

As a reminder, please follow the WHOA trash policy and do not put trash out that is not secured in bags (even trash in your green bin should be bagged). A few people have been doing this and it needs to stop. Also, there are three days a year that there is no pickup, Thanksgiving is the only one this year and next year that affect us.

We pay $500 a month to clean up the mess that unbagged trash causes, let''s try to save this money.

Neighborhood Watch Starting Up

Some of you may recall that last year there were a string of break-ins and vandalism in and around on community. Things have been much quieter lately, although we’ve had several recent issues with vandalism.

 

One of our residents has stepped up to organize a neighborhood watch to help prevent recent and past issues from threatening our community. This is being coordinated with the Loudoun County Sheriff’s Department. You may have seen a petition about this in recent days.

 

Our Monthly Board meeting next Tuesday, October 19th (7:00 at Dominion High School) will be in large part devoted to this effort. The Sheriff’s Department will be there to answer questions and provide information. If you’d like to help or just find out what is going on, please attend!

Bond Release Update

This news item is intended to inform the homeowners and residents of the Westerley HOA of recent developments with respect to the bond release of the WHOA. Currently, Centex and the Christopher Companies have not been released from bond by Loudoun County.

The bond is funds that are held in escrow to ensure the developers finish required work and the community is considered completed. This only refers to County property and HOA property, not the individual homes within the WHOA. Christopher built the homes on Northbrook Way and a few on Backwater (West of Augusta). Just about everything else falls to Centex.

Some current issues we’re working with Centex on include:

  1. The recent concrete work you have seen throughout the community including:
    1. The new, still uncompleted sidewalk on the East side of Augusta running south from Antioch Place. We hope to have this sidewalk extended to the shopping center, but Centex has already gone further than required down Augusta. The subcontractor has stopped work for an unknown reason and Centex hopes to have someone on site in the new two weeks to keep going. The grass on either side will be addressed once the work on the sidewalk is done.
    2. The curbs and gutters throughout the community that were marked should have been replaced already.
    3. The walkway to nowhere on Hollow Mountain has been taken out, still awaiting turf repairs.
    4. The missing stairs from Southern Oaks to Augusta have been taken out of the plan as recommended by the Board, Centex and L&N. The turf will be repaired soon.
  2. Trees deemed as a threat to public safety in the tree save areas (old growth, tall trees) will be removed in the coming months. Some work already began on trees but more is coming. You may see stakes in the ground as there has been a disagreement as to who should pay for this, Centex or Christopher. Centex is surveying the property and it seems most of the trees in question are in fact on Centex ground. This was the biggest reason work on this project has not moved forward.
  3. Some of our newly planted trees (last few years) have died or were planted too close to water lines. LCSA marked some for removal along their water main easement. These trees should be cut down soon, stumps grinding below grade and turf restored. We will get a credit to replace these trees and are waiting for the final numbers before choosing locations.
  4. The big wood fence along Southern Oaks and Route 7 is to be cleaned and stained once all structural repairs are made. Missing and warped boards are supposed to be removed and caps will be added to the tops of the posts. The problematic top boards will be removed and not replaced (matching the fence between Cardinal Glenn and WHOA). This location of the fence will not change.
  5. There is a gap near a drainage area in the perimeter fence between the WHOA and Cardinal Glenn behind Backwater. We are currently trying to determine why the plans had this gap and if there is any reason for us not to close it up. This gap has become a walking path through our owners’ backyards in this area. The matter of funding will be discussed at the 9/21 Board Meeting.
  6. The fire lanes on Bonfire Peach (East Side of Augusta) are being reviewed by Centex and the County. We’ve asked for the north side to be parking permitted, as it seems there would still be ample room for fire trucks to get through. It looks like this will happen, but it will part of a upcoming project for stop signs and crosswalks on Augusta Drive (this is NOT a big thing for Augusta Drive, it''s the existing 4 way stop up by Richland Forest being slightly modified).
  7. Driveway repairs - Work is supposed to start TODAY in the single family area on driveway repairs that were not completed or are in need of repair. All the driveways Centex patched last year will be sealed with blacktop. There are four driveways in the townhouse section that are being replaced as well.

Centex is planning on requesting release from Bond on the Townhouse section on the West (pool) side of Augusta once the fence and driveway work is completed. At that point, snow removal and street repairs become WHOA matters. The rest of the community is tied up in bond release with Augusta Drive issues.

Next Houshold Hazardous Waste Collection

The Loudoun County Office of Solid Waste Management is sponsoring a Household Hazardous Waste (HHW) Collection Event on Saturday September 11, 2004, at Northern Virginia Community College, 1000 Harry Flood Byrd Highway (Route 7) in Sterling. The event runs from 9:00 a.m. to 3:00 p.m. and is for Loudoun County residents only.

Concrete Work and Repair Starts 8/16/2004

Please be aware, Centex's subcontractor is starting the break and replace today of all concrete that is marked. They will be out there most of this week. Pool Passes / Trash Cans / General Complaints

For anyone who needs a Westerley pool pass members of our pool committee will be at the pool on Monday August 2 at 7:15 PM making them up. These sessions only last as long as people come, so please try to arrive before 8:00 to ensure you get your passes.

We're also looking for feedback on how people feel about allowing homeowners to rent the pool out for private parties during hours we're closed (Tuesday and after 8:00 PM or before 10:00 AM) and anything people think should be in our guest policy for bringing people to the pool. If you've got something to say on these topics, please send an email to discussion@westerley.org.

We've heard some homeowner's have had problems with our vendors, such as getting a new trash can from AAA or getting call backs from L&N. Please make sure you let us know if you have any problems by sending an email to board@westerley.org or coming to a monthly meeting - we can't help you if we don't know you're having a problem. As far as we're concerned our contractors seem to be performing pretty well (hopefully the recent AAA trash problems have been solved).

New Reserve Study Being Conducted

Later this year we will be having our entire property surveyed by a professional engineering firm to determine how much we should be putting aside each year to replace or refurbish our capital assets. We have fully funded (actually, over funded) our reserve accounts but they are based on a study that is quite dated at this point.

New Trash Days

The Westerley negotiates and signs a contract to facilitate trash and recycling collection for all Westerley residents. This is mandated in our governing documents and is cost effective for the community. It also means that your fees for trash and recycling collection are included in your monthly HOA assessment. Our current contract is with Trash Away. They can be reached at (703) 838-9010 or on the web at if you have any problems or concerns.

During bad weather, please call (703) 838-9010 to find out when you should put your trash and recyclables out.

2004 Pool Season

We are continuing our business relationship with Continental Pools for the 2004 season. The hours for this season are 10:00 AM to 8:00 PM six days a week. The pool will be closed on each Tuesday for scheduled cleaning and maintenance. The pool will close on September 6th. Please view the pool page for more information. Anyone needing a new pass should attend a Registration day or email the Pool Committee at pool@westerley.org. Registration dates will be announced on our website and on the message board by the pool. Swimming lessons will be offered in groups of at least four or private one on one lessons. Fees will be paid directly to CPI by homeowners.
