Open Forum

1. Two residents brought complaints about a home on Southern Oaks Terrace. Since this topic was on our agenda tonight anyway, the Board took up this topic during open forum.

2. Larry motioned to begin assessing fines on owner at $10 per day per violation beginning July 28, 2004 up to 90 days or until the issues got resolved, seconded by Sheryl Hammes. This is the exact action that the owner was told would happen if corrective action was not taken. Motion passed 5-0.

3. Larry motioned to hire a contractor to remove the trash and debris from the front yard of the aforementioned property and request the contractor contact the Loudoun county sheriff to be on the site at the time the work is performed. Owner will be billed for this work as was stated in the violation letter. Seconded by Kevin Gilfedder, passes 5-0.

4. A resident brought the issue of the dead trees in the common area. Some of these trees have become an immediate safety concern. Larry motioned to authorize HOA to spend up to $2000 to remove the 21' Pine tree as well as the other similar tree on the common area if Centex refuses to act on this imminent danger to our residents. Seconded by Sheryl Hammes, passes 5-0.

ARB

The ARB has nothing out of the ordinary to report this month. Submissions are being received and processed in a timely manner.

Pool

The Pool has nothing out of the ordinary to report this month. Submissions are being received and processed in a timely manner.

Grounds

1. Ann requested approval on Palmer proposal No. 045601 Item #3: Cleaning up the native brush area in the Backwater Drive Pond.

2. Ann requested approval on Palmer proposal No. 045606 Item #1: Renovation for turf on the Augusta Drive and the pool and front area excluding the pool area.

3. Ann requested approval on Palmer proposal No. 045606 Item #1: Storm Water Management clean-up; #2: Prune the shrubs; #3: Prune trees; #4: Offer to the community and see what’s going on.

All items approved 5-0.

Officers & Directors

1. Kevin motioned to authorize L&N to purchase the $25,000 3-month CD. Passed 5-0.

2. Koger records issue, Larry and Bob are going to call David Mercer on this item.

3. Larry motioned to have the Board authorize him to give the L&N the go ahead to award the reserve study contact the Facility Engineering Associates, P.C.. This will happen once he can confirm with Bob Villegas that there is no reason not to proceed.
